So, I am 35, 5'11, around 211 pounds and I guess 20ish % BF. I started lifting in 2013 and did some progress, but I've always had problems to gain upper body muscle (legs are other story, they visibly changed).
I am considering a cycle with test-e an dbol for 12ish weeks (and some PCT after), but I have a question: whatever gains I have, will they endure, or I need to be constantly cycling to keep it?
Also, how much fat I may end getting? I mean, I get fat by looking at food and losing weight is a battle, how is that affected with gear?

I would look into your diet brother. Make sure you are consistent with your diet and your workout.
Guy at my gym was about 40%bf and changed his diet and increased his workout intensity and is now around 15%bf. Only took him one year to get there. Granted he did have the help of a personal trainer but you can do it on your own.
As far as AAS they are not miracle drugs by no means and your diet and workout need to be in check to get and retain some gains. As far as gaining fat that's all in your diet. There is a lot of good info in here about diet and training. Just look around and you will find it brother.
Since you only started lifting since 2013 I would give it some more time and adjust your diet and push yourself past the max when you workout. Im sure you'll get a lot more useful info on here from my fellow Meso brothers. Good luck.
Oh ya one more thing. A first cycle of test E for 10 /12 weeks is a great way to start when you get to that point.
 
Welcome bro. Good advice from boilermech. You need to have your diet and workouts down.

If you want to run a cycle it's test only first time around. 500 mg a week is a good start. Your will build lean bodt mass and that will burn more calories, making it easier to cut bf%. Read up.

You need to put in more time, especially in regards to training and diet. Hire a trainer or find an experienced workout partner. Find a training program and stick to it. Clean up the diet and get meticulous about everything you put in your mouth.

You will experience massive gains on this alone. The day will come when you will need to take it to the next level. At that time you may ask yourself again if aas is right for you.
 
So I did lose a lot of weight . I was 253 like 2 years ago and did keto to go down to 215 ish. My problem is really going up on muscle. I am doing 5/3/1 now after an year of GSLP but even with the slower progression I don't get many gains. The problem is how to lose weight and gain muscle (because eating on a deficit is afaik counterproductive to gaining muscle).
 
Welcome. 5/3/1 is much more of a strength building program than a muscle building program. If your strictly looking to gain muscle there are better programs out there particularly at an early stage in training where you are at,
