Police regularly go to usps centers and look for "suspicious packages" looking for all types of drugs. They get these packages separated and run the addresses and corresponding names through a database called "accurint" and if the names and addresses don't jive and if it is from a source state(just about any state), they may do a dog sniff. Based upon these suspicious factors such as name not matching address on accurint and source state info, they may seek a warrant to open and possibly plant a transmitter from a fed judge and deliver. Obviously they are looking for the bigger packages like a shoe box that weighs 20lbs lol..but you get my point.

Multi jurisdictional task forces meet up. They deliver the package and go in when the beeper goes off that it has been opened. Assuming what they find is too small to excite the fed boys who want serious weight, the Locals usually go to local judge for a search warrant as well to be executed for the destination when the beeper goes off. Not saying this happens a lot in the aas world but is pretty standard usps drug interdiction these days.
 
Ive never heard of this happening before. When did local police take over the US postal inspectors job? I agree that they work hand in hand with several LE angencies when the inspector finds something, but never heard of police inspecting mail before. And why would they use a transmitter when they have the packs final destination? What they normally is a controlled delivery.
There is state police and Feds present for the get together. The beeper is because when the delivery is made w/o a signature it would be premature to jump on the person before it gets opened. Would give plausible deniability if they never opened it. Not saying that this dance doesn't vary.
