Yes. In this case the carrier is most likely the issue. I mixed his line with 1:1 ratio of straight filtered oil. That would cut the BB% down to 10% even if it was 20%(which I highly doubt since you don't need any BB for test E) and I still got wicked bad pip.

I you miss understood me.
I was speaking hypothetically. I know your test doesn't have 20% BB. I was ruling out the BB and saying it was the oil type. This issue you resolved already. We were just talking. Not saying anything bad at all.
Well I have some Prop 7 months old and it's holding at 7% BB. Is that what you were asking? That over time low BB won't preserve it?
