I would validate its Var with a LabMax kit.

Also, pretty much all steroids are going to cause some water retention depending on the chemical structure. Var is suppose to cause the least amount of water retention, but many have reported it.

That's a very low dosage, and judging by the fact that it's not pharma grade var it would be less potent. You might have your hands on some Dbol, best thing you can do it's labmax it.
