Was told by an actual chemist that if you have torn that metal seal the vacuum is gone and the sterility of the vial can't be guaranteed, so it's ruined if you are an overly safe person.
You could filter it into a new vial quickly maybe, then reheat to kill bacteria or germs. That being said any money you "saved" by going this route is gone now, especially since the top was already compromised it sounds like, and youll need to buy filters, and new vials, and put in some work.
I only open this to the first edge then I fold back that metal ring and just leave it on there forever all goofy like to maintain that seal

What? If you refilter it properly and still have bacteria or anything in it, then you did not refilter it properly!
There is no need to heat the vial after filtering.

A simple experiment will show you this is not the case. When you go to reconstitute a vial, tear the metal seal all the way off and if the bac water is drawn into the vial without pushing on the plunger, your vacuum and seal are still good.

It looks to me like there are two methods to seal the vials. One is using mechanical pressure from the crimped metal ring to keep the stopper sealed. The other is using a vacuum to cause atmospheric pressure to apply a downward force on the rubber stopper. The metal ring is not what is doing the work. This method has limitations.
All of that being said, once the pressure is equalized, there will not really be a lot of air transfer because fluids only move because of pressure differentials and thermal differentials.
