Diethylene glycol is liquid.
I know how LE and customs test samples and they probably just fucked up, lol.

Don't see how anyone could mix that up with mannitol though:
Although both dissolve clear, with a sweet taste, and are used to enhance solubility of other ingredients.

And there's no real track record of anyone making such a significant mistake:
