The bottle i have is not all the way to the top or to the rim. its a lil below... its a ten cc bottle, did i get ripped off because its not all the way at the top? It was packaged and everything securely... wasnt already opened when i bought it. Just was weird it wasnt filled to top or even the rim. Any thoughts?

No bro you'll find that with all Mexi products. It's rare you'll find a full 10cc's...most of the time 9 sometimes 8. You haven't gotten ripped off..that's the way Mexi gear is. The old T200 by Tornel/Brovel would always be 8 or 9cc's...

most bottle arnt 10 ml i get 10ml bottle and but 13 or more ml in it so thats not 10ml is it just take it all it ur needle and see how many ml it is in it
