If you don't mind, can you please explain more about your experience with the indicators not changing with sterilizing? Did you have packaged cartridges with blue indicator that were supposed to turn black with steam(proposed situation as an example)? Or have you used ethylene oxide and the indicator didn't turn color?

The indicators do not change color. I am unsure of the suitability of the pouches for actual sterilization, but even if they do what they are supposed to, you won’t know because the indicators won’t change color.
