Regarding Automatically "Flagged" Countries

Most of the discussions here pertaining to the terms 'flagged,' 'flagging,' etc. have been in the context of US addresses (they may get flagged if a special package is found being shipped there) and Western Union transfers (a sender or receiver may be flagged for a variety of reasons).

I want to ask about flagging in the context of country origin: it seems that, for example, Thailand is a flagged country. Are there any others? Just what does 'flagged' status amount to? This knowledge could help people (on either side of the transaction) make more informed decisions.

Edit: Perhaps we can even have a periodically updated list here, for everyone's future reference (or perhaps this simply isn't needed; you tell me)

Google for steroid sources. Go over a few websites and check their reship policies. Places with no reship policies are most likely flagged.

Anyone aware of any others? How about in the Middle East? Any Eastern block countries?

Edit: Oh, and do we know if it even amounts to anything? Should the average customer avoid ordering from 'flagged' countries?

Sorry, I don't think my post was clear at all. I'm wondering what US Customs thinks are high risk countries and therefore gives more scrutiny to as far as incoming mail is concerned.

I'm also wondering whether that even amounts to anything, i.e., whether someone shouldn't order stuff that will come from a 'flagged' country.
