There are many UGLs both inside and outside of the U.S. It's safer to order domestically rather than internationally, since you don't have to deal with customs.
TGC, these posts where you are waiving the "I am a newbie here" flag are going to make you a target for both domestic and foreign "sources" stepping up out of the kindness of their hearts to sell you the greatest gear at the greatest prices with the greatest service, blah, blah.
My reason for saying the above is that it relates to your question about which is better, domestic or overseas. In my opinion, a SAFE domestic source is best, however, I also believe that there are foreign sources that are safer than a reckless domestic source. You really need to research it and find a source you feel comfortable with that you trust BEFORE putting your trust, money, health and freedom in a sources hands - domestic OR foreign.
