India would/is the smoothest transition. But there's plenty of developing countries that would look the other way. Manufacturing regulations only go into effect after a couple decades of free for all. In the US, when we were actually still making stuff, we had about 70 years of free for all before a lot of the regulations came into effect in the late 1970s. Look how great regulations worked out for our manufacturing.
Turkey seems to be a fairly steroid friendly country where raw manufacturing could occur. Like China, it's a country that generally acts on its own. If Iran didn't have such a strong muslim belief system that would be a potential but perhaps they don't mind supplying the rest of the world.
Then there are the "icky"-stan shithole countries of the former Soviet Union where their economy is teetering on collapse on a regular basis. Turkmenistan, Tajikistan, Kygyzstan, Uzbekistan, Kazakhstan.
Lastly, have faith in the Mexican cartels. If there's money to make, they'll pursue it. Especially if there is limited competition.
