Possession and importation of anabolic steroids in quantities consistent with personal use is permitted in Malta.

A Libyan man was yesterday cleared of importing steroids irregularly, after a court found that the Maltese law does not specify any procedure that states what should happen when a foreigner wants to import medicines for his own personal use.

Moreover, the court found that the components of the tablets (Anabol and Androlic) imported by the man, were not listed in a legal notice on the subject and therefore did not, by law, require a doctors prescription.

The court ruled however, that this does not constitute any legal obligation and therefore the failure to carry a doctors prescription would not be considered to be a criminal offence.

The court also found that the quantity of tablets that Mr Abd Suliman imported could not be considered to be commercial quantities, so no import or trade licence was required.

The small Mediterranean country of Malta, which just recently joined the EU, currently has no laws prohibiting the use and/or importation of anabolic steroids for non-medical (bodybuilding or performance-enhancing) purposes.

But this is set to change now that the Maltese Parliament is prepared to introduced "anti-doping legislation" consistent with the World Anti-Doping Agency (WADA) code along with a Maltese national anti-doping agency.

Mr Puli said that in sports, a Child Protection Policy would to be launched in the interest of children attending sports activities and training.

National doping regulations would be introduced and an Anti-Doping Unit would be set up to help sports entities hold doping tests.

This could be done following the National Sports Councils recognition from the World Anti-Doping Agency as the national anti-doping agency in Malta.
