This is happening to some extent without new legislation. I came across this filing while researching a recent steroid case. Fortunately, the guy wasn't detained but the same justification could be used for those who are:
"The exigent need to protect public health during the current COVID-19 outbreak by reducing the size and frequency of public gatherings and eliminating nonessential travel outweighs the best interest of the public and the defendant in a speedy trial."
