as if that was really a previous qualification to be on the all encompassing wada banned list of everything.

which means they didn't know what was actually on the banned list, didn't care, and where testing for drugs that weren't on the list either. I believe this was also the case with early meldonium testing as well. @Millard Baker

to top it off, not all doping police are in agreement as to what is performance enhancing.

WADA tested for meldonium for all of 2015 when it was NOT on the prohibited list. It was on the "monitoring list". The drug tests were only used to evaluate how widely it was used, who was using it and the countries most affected.

WADA added it to the prohibited list that went into effect on January 1, 2016. By this time, WADA had enough data to guess who and which countries would be most likely to test positive.

so basically, doping police can test you for whatever they want. I think you could call that an invasion of privacy, although athletes have no legal recourse.
and if enough people are using it, it will most likely will become a prohibited substance. even if some are unsure if it has any performance enhancing effect or not, like meldonium.
even if it doesn't, they could always argue that it poses a health risk or is against "the spirit of sport."

this is the monitoring list for 2016. one that caught my eye, mitragynine. the most abundant alkaloid in... kratom. my preliminary "research" says that performance enhancement, including athletic performance, is a real possibility with kratom. I'm putting money on it being added to list if it gains more attention and users.
