Basically you just need some large syringes, a small syringe, one-way valves and some tubing.

You'd need some sliding guides (IMO tile cutters work great and are sturdy, widely available and cheap)

and some apparatus to hold everything together. It depends if you're more of a woodworking, metalworking or 3D printing guy.

Besides it being fun to build it can:
1 help you press syringe filter plungers
2 makes a great science fair project for your kids or relatives
3 can help you understand the hydraulics basics. Who knows, you may become a well paid hydraulic serviceman.
4 Can motivate you to build a lowrider.
 
I'm assuming your being sarcastic. Its easier to buy a cheap pump then do this.

While you can buy an hydraulic press or jack, it would be too powerful and would burst the syringe filter.
The above apparatus is quite self limiting. You can even build one with just one or two pressing syringes to reduce force.

Pump?
The above is not meant to be used as a vacuum pump, just to press a syringe plunger without straining your thumbs for half an hour.
You just need to add an additional, SEPARATE syringe+filter where the 7up can is.

No, what I'm saying is that it would be easier to buy a bottle top filter and a vacuum pump not to mention how much time/energy would be saved.

This is only meant to replace a caulk gun to press syringe plungers.

BTW bottletop filters suck, for anything large scale capsule-filters like Whatman Polycaps are a must.

Can you elaborate? Like I've said before I'm new to brewing ( I haven't started yet) and would like to know the best route.
