I'm gonna quote House, another greater character here but it's because doctors are afraid of lawsuits. If they decide to put you on TRT they'll usually (there are exceptions) keep it as low as possible, some retards even using protocols like one 250mg shot bi weekly or once a month, because maybe you'll abuse it and you'll start stabbing people and the doc will get the blame.
Why try to aim for the well-being of the patient when you can do the bare minimum, put him in the reference range and all will be good in the world.
