I have to say, this is true, from my own experience.
I'm still cutting since February, but its the leanest I've been, maintaining the most muscularity during any cut I've done. It's taking longer, but I look way better than I have in the past.
I recommend this method for all of us who are not pros or competitors, since we have no reason to rush our fat loss and make things more complicated. In fact, I posted in my log that I have been binging last two days after a month on clen. I now realize this must be because it's time to take a diet break and eat a maintenance for two weeks.
