They are not Hepius. Anecdotes + educated guess, Hepius is a major supplier or a Source for many dropshippers. There was a time so many store fronts masquerading as biotech companies all shipped hepius products. The pricing of these guys makes me assume they source from Hepius (among other sources). They've been supplying groupbuys on discord for at least 7-8 months now..

Can you use something like PirateShip to get shipping cost down significantly? Recently did that and paid like $50 for 6 day shipping to EU from US on 2 samples.
