This is an unfortunate bad decision. If he just paid for steroids with cash - it would still be illegal - but only a possession charge. But trading one controlled substance for another (even if it is for personal use) automatically turns it into a distribution charge (and a distribution charge for cocaine and "date rape drugs" NOT steroid distribution).
