Street drug users definitely want a pure product & do pay a premium for it as a matter of course.

Until they become hopeless junkies, at which point, the street-level dealers dilute their product to maximize profit.

There are few industries more exploitative than this trade, and those few that exist, the cartels are involved in also.

Seriously smart people want to keep the illicit (i.e., hard) drug trade alive, but not permit it to thrive, because it keeps these psychopaths busy doing something relatively harmless. Take it away, and just think about the possibilities.
