Is the liquor store owner operating a legal business that carries insurance or is he illegally selling drugs on the clearnet on a Google indexed website? Because see that distinction is useful here. Your example works fine enough when you’re selling a product legally. But the last thing a reseller needs is some dumbshit ODing because he took soma and Xanax the same night and the local sheriff in Bumfuck County deciding to dedicate his life to finding the guy who sold his wife’s cousin the drugs. The dollar amount a reseller makes selling one-off drugs is not high enough to justify the added risk. You can’t babysit everyone. If the liquor store sells someone alcohol then that person goes home and takes other drugs. Is that the fault of the liquor store owner, or the adult who made a decision on his own?
