In the end this is nothing more than a false dilemma fallacy although you make it sound convincing.readalot started pressing the matter on QSC, the biggest of the sources here. You know who will hurt the most? The niche domestic lab of some brewer turned vendor, because the cost of that testing is proportionally way bigger for him. QSC produced in mass quantities, not giving a flying fickt about floaters, when the domestic small guy took every precaution possible and checked every vial before shipping it out. In the end, the eat-dogshit-sub-par vendor gets to live on and even increase his share, while the small time vendor forced out of the market even if his product is of better quality.
There has never been an alternative option for buyers hence their appetites are based on what was available in the UGL market.
Why did the home brewers go that way? Because there was no alternative. Why do some people buy cheap gear? Perhaps because there's no alternative and hence why buy a vial at 30 usd when you don't think there is a way to tell if it is any better than a 10 usd vial.
How about a third option? Create a supply of gear that is floater free, tested as well as we know how to, quality stoppers, etc and price it accordingly and let the market decide? We've already heard from folks who want this "premium" option. 35 vs 30 usd per vial makes no difference to them. Let whatever premium the market will support pay to surveil the marketplace. Let all the products compete on the market. Buy domestic if you want to support domestic.
What you've done here is not so subtly say that we must do away with the enhanced testing concept because it will destroy small domestic vendors. I don't agree. Let the domestic vendors with integrity help the community by surveillance of raws, educate the community, build a database so we can answer your questions with appropriate sample sizes.
Otherwise, let's give up and admit there's nothing else to be done. Some of you are already there. And don't forget to tell @Millard to take the aspirational goals down since you already know they are impossible.
