Even if the police could convince NSA to tap the fibers and gather information on you then they still wouldn't find much because your internet connection is bounced from comouter to computer using the tor network. And if you combine it with proxy chaining its next to impossible to prove who commited each action on each ip address if they are shared with multiple people.

Thats exactly how credit card fraudsters avoid prosecution they chain proxies that are shared so even if they did trace it back to them its next to impossible to prove that it was exactly them who used the ip address for that specific action. But then some proxies do keep identifiable information that can prove who done what on the ip address and at the specific time. So choice is everything with proxies best to choose one who is in offshore and in a country that probably wouldn't co operate with yours. Offshore vpn is another good system because even if the fibers where intercepted which they are most governments monitor the direct cables under the ocean then they still wouldn't see much because the connection is encrypted.

Combine vpns with proxy chaining and tor and it becomes incredibly hard to trace you down but nothings impossible just very hard.

Look at how they caught up with the blackmarket leaders like the silk road and sr 2.0 it was all down to human error. They was unable to use their sophisticated technology to trace them down.
