HCG doesn't raise LH or FSH
HCG mimics mostly LH, and FSH to a smaller extent.

The pituitary detects HCG in the blood.
Being LH-like, it reduces natural LH production.

So yeah
unless you have hyperactive Testosterone making testis, often from a tumor
you can't have high test with low LH, not naturally
not without HCG.
