I am not trying to be difficult, but I am seriously interested in the answer, so I will ask again. Not there is a chance, not common knowledge, not anecdotes on bodybuilding fora, but what is the evidence? Has this been tested in a well controlled study?
I came off several times to have children, to answer your question to me.
I did a PCT which I modified to include my own quirky ideas about HPTA, which worked and kids were produced, but that does not mean what I did worked as opposed to being coincidental. (I used AI to drive estrogen really, really low, used a serm, and HCG. The HCG was used while still on testosterone, which I tapered off while continuing the HCG and started the SERM early, before the test was completely gone, stopped the HCG continued the SERM while the test was completely tapered off, then stopped the SERM, and had a beer every night after reading an article about small amounts of beer raising testosterone, LOL. AI was used throughout and stopped after the SERM to make sure no negative feedback was occurring from estrogen, which creates a negative signal with respect to testosterone production). It worked.
But I remember reading some studies on Japanese men with different interventions that said everything works, including doing nothing. I cannot find it now. 100% of their study participants regained fertility within 18 months (that was what they were studying, and it was a decently large sample of infertile men who had been using testosterone).
So all I am asking is whether you have actual evidence or just folks discussing it on the forum.
That can be evidence, too, but it is of a weaker sort.
Everything I can find about SERMS indicates it works while using but has no real effect while off, which indicates to me when thinking about it that it can actually set one back, because you are actually delaying recovery time. That is just my opinion, and not a strongly held one at that - I could be 100% wrong. If there are studies of different intervention methods, and using a SERM for PCT works, I would like to see them. I am sure the OP would, too.
