I tried (1), and it didn't work. I don't see a specific way mentioned in your second link to allow outgoing spam.
Try (2) as written. The "allow" list. I am curious if this also solves the issue for your outgoing mail.

Tuta is great, app is not the best and I hate how it doesn't keep all the emails from one contact under the same thread like protonmail but apart from that it works quite well
