It's just some slight confusion. Raw nuts in the US started needing to be pasteurized due to rule changes. Not Sure what obtains in the EU. Many opt to pasteurize using steam (with care not to roast the nuts), or using Propylene oxide to pasteurize. Propylene oxide is ironically banned in the eu (can be carcinogenic).. but in the US there are always health trade-ins (some/many times due to industry lobbying) that go into making these decisions.
The argument is which is better, marginal risk of stomach cancer with PPO (it was seen in mice studies) or risk of liver cancer due to aflatoxin B1 from mouldy nuts (demonstrated in humans)
