Asking for tracking on one order the response was, sorry will send package out now. So if I never asked would it have ever been sent out? More recently two weeks after ordering asking for tracking I was notified the item I paid for was sold out.

Yes, rules were clear, it's for everyone: US, EU , zambia.... all countries have oils seperate from the rest.
Shipping costs are based on the weight, being charged twice doesn't mean that you are charged double.
