You can use the coinbase app but don't send on the coinbase (base) network.

The website will be fine too. I don't use coinbase but just make sure to only send on Ethereum Mainnet, Solana (SOL) or Tron. If you send on base he'll say the money is lost (it may not be but that's a different conversation).

I sent 275.00 and ya told I lost. I used base! Base uses tether USDT erc so use that.

Yeah, I find it hard to believe he can't access it if he could be bothered. Tracy isn't stupid, I can't imagine he'd be using an address that he doesn't have the private key to.
