Do either of you guys brew? It's standard practice to fill 10.5ml or 11ml. The reason is you cannot really draw out absolutely 100% of the oil.
Take a sealed sterile vial and put 10ml oil in it, then draw it back out. You'll come up a little short
Yes, anyone brewing in what I'd say an ethical manner, meaning making sure the customer ends up with 10ml of usable product, is over filling. Don't quote me, but I believe even the biggest one on here over fills a littleI dont brew. Of course all the oil doesnt come out. Are all these labs giving extra to make up for it?

Right on. Advice to guys not used to those big vials, the smaller the needle you draw with, the better. Don't go stabbing a vial 100x with an 18g...We are willing to fill 10,20,50 or 100 ml vials. I'm not sure he said to leave an 18g in the stopper rather don't use an 18g on a larger capacity vial.Would putting an 18g in it and leaving it be wise? You know, hook your syringe to the 18g to draw out then unhook. Then attach a 22g to your syringe to inject.
