Government-funded steroid harm reduction is such a foreign concept in the U.S. Few medical professionals here want to help AAS with PCT and other harm reduction measures.

This is true for all drugs. Much of the alcohol available during prohibition was downright repulsive, yet people really didn't care and did their best to stomach it. People are going to do whatever they want to do, creating a black market just increases the toxicity of substances(by a large amount in most instances) and creates organized crime.
