In the law, if you had for example 1kg of powder that was 1g cocaine and 999g of lactose, it is considered 1kg of cocaine, that's what you'd be charged with. If you had 1kg of powder that had 1g lactose and 999g of cocaine, it is also considered 1kg of cocaine. Because of this being the law there's not much reason to test for purity, just so long as they can demonstrate that a prohibited compound is in it.

This is incorrect. Many states have what is called "aggregate weight laws" where they do test for purity bc they can only barge you with the weight of actual coke and not whatever fillers or cutting agents are in it.

If we're going to focus on federal law and procedures I can speak somewhat intelligently on the subject as I've wandered through the system myself.
I can pull out my discovery, docket, PSR/PSI, and the Judgement and Commitment upon request.
It's common practice to exchange and or make paperwork available when arriving at a facility in order to verify that you won't be dining with an informant or sex offender.
Good friend of mine mailed 28 grams of methamphetamine to a friend that had quietly started a new career as a confidential informant. The package of speed was forwarded to a post office box controlled by the Feds. The contents of the pack was initially weighed and the speed was on time at 28grams.
The speed then became a laboratory project. The impurities/cut were stripped away in order to get an accurate total of pure methamphetamine.
The 28grams(ounce) was now 18grams of pure methamphetamine. The amount could have been crucial had the weight been closer to either 5grams or 50grams.
The feds have federal sentencing guidelines and within those guidelines are mandatory minimum sentences that are triggered by predetermined weights of certain narcotics.
The mandatory minimum sentences as they apply to methamphetamine is as follows: pure methamphetamine involved in sales and distribution...pure meth is the determined by removing all cut/impurities.
Pure meth weighing between 5grams and 50grams triggers a mandatory minimum 5yr federal prison sentence.
More than 50grams of pure meth and up to but not to edceed 500grams triggers a 10yr mandatory sentence.
