DWBO promised dozen times that site will be up tomorrow.
He knows that it will never be online again.

I guess you haven’t figured out yet that we really don’t care about sponsors. Still not sure of why your on this crusade unless it really is to just line your pockets (psssst...we already know your just a greedy bitch). You’re about the lamest white knight ever if you’re trying to convince yourself that you’re protecting anybody from these places your attacking.
Why would his site not be online again? If he ran a tight ship it should take him less than 1 hour to have a VPS running with a current backup. If he didn't keep backups offsite and the hosting took everything then that guy should be ashamed of himself.
The forums and shops should run on Tor too. That way if the domain is taken down you can still access the forums/shop. Even if the hosting itself were to be reported if you use something like Cloudflare then you get a notification as it is forwarded to the hosting provider. There are offshore hostings that will ignore the reports and even if they closed down your account you should be able to get up and running again fast.
Basically you need:
- Keep your CMS/Forum/Whatever and all the modifications under git.
- Have a system that is relatively reproducible. At least have a document with all the steps from VPS to backup imported and working. Test it from time to time. You could even use Ansible and have everything completely automated.
- Have a backup system that goes to a different server or your computer. Doing an hourly "mysqldump ... | gzip --best >> backup.gz" and taking that together with the webroot and relevant configuration files to an append-only offsite server should take you less than one hour to setup and forget.
