Let's be honest
NAPS didn't sell especially good or cheap gear
in fact I've read many complaints about burnt used motor oil like gear, before the leak scandal their prices were never great and even some rumours about selective scamming.
I don't know and don't care if the above claims are true, that's not the point of this post.
So
If I were asked to take a guess
I'd say that NAPS success came from being an INTERNATIONAL source
Thus they have dozens or even hundreds of people receiving money for them in shitty countries where they are unlikely to ever get jailed.
I guess they even have armed guards to keep receivers from being robbed, along with hitmen to get rid of robbers and receivers who tipped the robbers.
Being moldova such a corrupt country I wouldn't be surprised if these guards/hitmen are police or army officers. Perhaps not just corrupt off-duty officers, but on-duty relatively high ranking officers.
Of course these officers are properly bribed in reward.
Being international they mail gear from friendly countries (usually UK) where customs aren't as though as third world ones.
If a money receiver, mailer or remailer gets banned or even jailed, they just get another one.
