The idea of the government is to farm the workers to feed itself and provide the governmet with big fat pensions and health care while the everyday workers get next to nothing and charged for everything on top of their taxes.
The idea is, if you are not in the government or working for a government agency you are "out",if you are in the government or work for an agency you are "in".
When you are "in" you can shit of everyone thats is "out" and try to take them for every cent possible with the blessing of the government.
They always have meetings to find ways to get more profit from the "Farm" to put back into the management.That way it will appear to be doing really well on paper and they can report back to all that everything is going well.
