Pretty much like boiling potatoes to cook them.
You don't need to dissolve powders, just enough alcohol to submerge the powder
DON'T EVER USE METHYL ALCOHOL, IT'S POISONOUS. ONLY USE ETHYL ALCOHOL.
Concentrated alcohol kills all bacteria and virus so why not leave it for a couple hours and boil it?
Alcohol is flammable so you'll need a rubber stopper a tube and a hose to vent evaporated alcohol to the outside so it can't catch fire from the hot stove.

The only downside I see is that some alcohol MIGHT react with the steroid
i.e. test enanthate + alcohol might become test no ester + ethyl enanthate

ethyl decanoate boils at 473 F 245 C
So you may want to fully heat or even bake powders afterwards
You can also sterilize oil boiling it in alcohol but be careful as sesame oil decomposes at 350 F 177 C

IMO this may finally explain why some UGLs vials are black, because they heated the oil in a (well intentioned but failed) attempt to sterilize it but they ended up burning the oil.
