Substitute for power, gym manager no like.

I prefer to not entirely control the negatives of deadlifts, more chance of injuries. It still loudly bangs the floor, not as loud as the leg press machine slammers :P

I think an important part of the conversation is where you drop it from and how hard. If you're dropping it from above waist height that can be excessive depending on the weight and if you slow it down or just drop it completely.

I see people drop dumbbells from overhead or extended top of chest press once in a blue moon. When I heavy chest press they don't drop more than 3 inches because I tilt them down. When doing 1-3 rep max with deadlift I bring it down hard but never drop it completely. Negatives are great for progression in size and strength.

If you don't lift at a gym with Olympic platforms and plates, don't expect to 100% drop snatches/cleans/OHP as a given. At certain gyms that can be dangerous to people and equipment. It sucks but commercial gyms aren't always the place for that. Find a more "hardcore" gym or get a home setup.
