FYI, Roop was busted after a "cooperating defendant" in Louisiana that knew him personally set him up (at the direction of ICE-HSI Special Agent Daniel McKenzie).

I thought I would connect these two related cases:
Kyle Ross Roop, a/k/a Tone and Barrett Wallace, was sentenced to time served after agreeing to cooperate under a 5K1 in his plea agreement.
His business partner, Christopher Lane, was sentenced to probation after also agreeing to cooperate under a 5K1 in his plea agreement.
Lane received steroids from China and shipped them at the direction of Roop.
Federal prosecutors showed them leniency in exchange for their full cooperation.

It's funny how domestic is more expensive because it's supposed to be safer ....etc... to avoid customs, but you always have the domestic shipper as a lose end. They can easily turn into a rat. Makes you wonder if it isn't just better to have shipping direct from China.

Yes he might have told on himself and admitted he mailed steriods to a address that was provided to him by Kyle Roop aka Tone, but that was after he found out Kyle roop "Tone" told LE who sent the other 100 bottles to the CD (THE FEDS) to complete the 500 bottle order, and picked him out of a photo lineup.
I have a copy of Lanes plea agreement, and yea he was offered a 5K1, but he never accept it for their downward departure during his sentencing. He sent 100 bottles. If you look in the federal sentencing guidelines it was a level 3 or 4 offense witch doesn't carry any jail time. So If he accepted a 5K1 why would he have still gotten the 3 years of federal probation when that's what the guidelines actually called for? That doesn't make any sense.

Part of witch was snitching on Lane for a crime that Kyle Roop got him tied up into in return for a downward departure during his sentencing. Part of that 5k1 was telling them about Lane, and how he (Kyle Roop) called him and asked him to mail 100 bottles to a specific address, and then picking him out off a photo lineup.
Lastly LANE was not any kind of partner with Kyle Roop aka Tone, but simply met him on the internet and would talk about brewing methods, and things like that, but never was Lane never a partner nor did he ever do any business together with Kyle Roop aka Tone.
Sorry, but I had to straighten that out for you. You can't be running around talking about someone is snitching and. He took a 5K1 when in reality all he did was take it on the chin like a man is supposed to.

Wrong....PSR...Pre sentencing Report is all you need to clear your name here and EVERYWHERE.
When you met with your attorney and someone from US Probation....as every single solitary defendant before he is sentenced in every federal case...you all got together to do your PSI(Pre Sentencing Investigation). Remember that? It takes a minimum of an hour to 2 or 3 hours to complete. You go over your life. From what schools you went to. Any psychiatric or substance abuse issues you had.
The only things that matter in that whole cart and pony show is your criminal record. They go all the way back to your juvenile arrests(if you had any) up to and including the Instant Offense that you find yourself dealing with at that time.
They convictions that count are any and all misdemeanor and felony convictions that happened in the last 15 years.
Every misdemeanor conviction is 1 point. Every felony conviction is worth 2 points. If there was a prison sentence attached to any of those convictions another point is added.
If you were on probation when you were convicted of a misdemeanor or felony in those 15 years 2 points is added.
We know this last part applies to you. You were jammed up in August 2018 for pulling a Sleeping Beauty in the parking lot of that USPS. You were indicted by the feds in Jan 2019. Those 2 extra points were in play. Those points add up quickly.
After the PSI in complete you got a call and then you received the hard copy of your PSR(Pre Sentencing Report) that has EVERYTHING needed to tell your story.
The PSR is so telling and so damning, that the Bureau of Prisons considers it contraband. You cannot carry your PSR with you to any Federal Institution after you are sentenced.
Guys have them if they are in Federal Holding before they are sentenced and up until they are designated. When an inmate is packed out he packs up any and all possessions they want sent home because they are not allowed to take ANYTHING with them to the Prison where they will do their time.
When you get to that institution you can have your J&C(judgement and commitment) documents. You can have your Plea Agreement you think will impress us mailed in to you. You can have the minutes for all the times you went to court. You can have all those things and more mailed in and keep in your possession.
The one and only thing that you can't have mailed in and have in your possession...BOP calls it contraband. It can get a guy killed...YOU CANNOT HAVE IN YOUR POSSESSION YOUR PRE SENTENCING REPORT.
Why? It's a rhetorical question where you're concerned, Cakedup, but for everyone else...an inmate is not allowed to have in his possession his PSR because it has his complete criminal history but also, it has all the info that is necessary to satisfy the Federal Sentencing Guidelines.
It shows the "Offense Level" that goes down the side of the Guideline Chart. Then it shows how a defendants Criminal Category was determined. Its 1 through 6 going across that chart. Where those 2 meet is what the Federal Sentencing Guidelines call for.
There won't be any mention of "Downward Departures there. It won't say something like Mr Cakedup received 2 Downward Departures for agreeing to work for the Gov't in the capacity to be determined at a later date.
No, what it shows is exactly the Offense Level was and what your Criminal Category was. A 5k1 is a separate document. If it shows your guidelines called for 36 to 44 months of incarceration at a federal prison to be determined by the BOP or anything of the like and not 36 months of Supervised Release...then you've got issues.
Everything else that you or anyone else says about you being a rat or being righteous is 100% conjecture. Your PSR is the truth. The one and only thing that matters.
