Another way to list your final point would be: You don't become a criminal by stealing.Rules, much like laws, don't necessarily dictate right or wrong or morality. Like laws, there are bad rules and good rules. In neither case do I believe simple obedience/compliance should necessarily be a reflection of morality or character.
Also like laws, some rules are universally ignored. Particularly in this case, breaking a rule or law shouldn't be a reflection of moral character.
One point that I will concede: there are consequences for breaking rules/laws. Anyone who breaks either should be prepared for the consequences.
For example, there are "speed limit" laws that are universally and intentionally ignored by most people. I don't think I would be exaggerating by stating that it is the norm for most drivers to speed on a regular basis. It is very difficult to enforce the speed laws as well. But I don't think anyone's choice to break the law and speed is a reflection of their moral character. As for people who never, ever speed, they have the satisfaction of knowing they religiously follow the letter of the law.
(This is not a perfect analogy of course because I think the speed limit laws are fundamentally a good idea for reasons of public safety. I would further argue that the casual and common violation of these laws is much worse than any athlete's violation of doping rules by using steroids if for no other reason than it statistically puts a greater number of people in physical harm's way.)
Similarly, the anti-doping rules are universally and intentionally ignored by most athletes. Steroid use is the norm. Most people within sports are NOT really bothered by it because it is the norm. Those who chose not to use PEDs have the satisfaction of following the letter of the rulebook.
One final but important observation:
You don't become a criminal by speeding.
You don't become a cheater by using steroids.
You have to be caught first..

Everywhere that I am aware of speeding is a civil infraction, rather than a criminal offense. I would also beg the question, if you had a daughter or sister, and she was going to marry one of two men. One--is a "casual and common" speeder. While the other commits felonious acts (soliciting the importation of illicit material) and consistently and knowingly breaks the rules of his profession in an effort to get ahead. Who sounds more moral? You say that it's "worse" to speed. I would agree that speeding DOES MORE HARM because death or injury, to yourself or a loved one will always be worse than "not making the team" or losing a competition. But when speaking on morals, I think speeders are more moral than cheaters.

I am from afghanistan originally and in stan sex with men is no big issue, its normal cos women are sometimes not an option and men have to enjoy men.
