He is talking about VPN. VPN doesn't really apply to website.
So if you didn't click any links, either he's bullshitting, or he's using the user data obtained from the forum administration interface therefore severely breaking the trust of everybody using the forum.
Don't see any other possibility here - does anybody?

As much as it would be disgusting towards anybody on this forum if such data were kept and that he might have access to them (!) it's stupid to assume that it's definite proof that you use same VPN/hosting. So are 100 000 other people, as you have pointed out, and secure services have the way of attracting the same kind of ... users.
I don't really think you are panda, panda is too fucking cheap to purchase an HPLC, but who knows.

There are 3 ways he can gather their IP
1 Meso keeps IP logs (just brainstorming for now, I'm not pointing fingers, nor I do believe there's a hidden agenda) so this is out of question.
2 Panda/Monkey got PMs with a link to click or a
hotlinked image that automatically loads, then CBS has access to the site hosting the image, which keeps IP logs.
3 Panda/Monkey got an Email, or a message in their website, with said links or hotlinked pics.
Then, after getting the IP, CBS looks it up at
Whois
and finds who the Internet Service Provider is, or if the IP belongs to an VPN.
I absolutely believe it's Panda, or a rep for Panda. He stopped coming into the PPL thread after he suddenly brought the new "rep" on, and then MK appears with the same business model.
Who would invest in an HPLC unit right away when starting a raws business? Someone with previous experience in the business I would say. Not only would that be an unusual and expensive initial expense, he'd also need an employee that can use it because I very much doubt that he can do it himself. The businesses (MK & PPL) are operating off of one another.
No sources (except perhaps Pcom) have HPLC.
At best they outsource the testing.
Panda posted some HPLC pics, but it belongs to a chinese company making natural products.
Maybe he had some fast friends there who agreed to let him take pics.

What's the point of getting chinese IPs and pinpointing their locations, if the chinese gov't won't cooperate?
For domestic sources, they just need to place cameras at the frequent mail drop locations.
