He absolutely did. You've got to remember Russia invaded in February and everybody, including Ukrainians themselves, thought they would get steamrolled. They didn't retreat from Kiev until April 2nd, and congress didn't approve the $40 billion in aid until May 21 and Ukraine really didn't get it until June.Another lie.

So there was a period of February to late May where Ukraine (and Washington) was negotiating hard for an end to this, offered Putin everything he wanted, and Putin wouldn't hear it:
"Security guarantees and the neutral, non-nuclear status of our state. We are ready to accept this. This is the most important point," Zelensky said. "This was the first point of principle for the Russian Federation, as I recall. And as far as I remember, they started the war because of this." He rejected even discussing Russia's demands that Ukraine be "de-Nazified" or demilitarized," and said "the issues of Donbas and Crimea must be discussed and solved" in peace talks.

Then Ukraine mobilized to 700k troops, was sent $40 billion in aid (including artillery and HIMARS) and suddenly Putin wanted to negotiate but Zelensky wouldn't hear it - especially after news of massacres/atrocities and after bombing Ukraine's civilian infrastructure.
Now Putin has mobilized too and gone all in, started a new offensive, and he doesn't want negotiations yet either. So there's been some swings back and forth depending on who had the upper hand and by how much.
