The SHU stands for "special housing unit" so basically 23 hours in a 5x7 cell and 1 hour for shower/recreation which are two really small cages one that houses a shower and the other with usually one pull up bar or nothing at all.
Most people in the SHU are verified gang members with a long history of violence. I think the state of California (or the fed, I forget) banned permanent SHU housing. It was never meant to be used as a permanent punishment, but it ended up that way.
