I don't know any specifics about this case. So I don't know what happened with Kozle.
In many cases, the specific charges are based on just a single or few controlled buys with confidential informant, undercover officers, etc. This is all that is needed to prove they are selling. It usually goes along extensive additional evidence of distribution e.g. ledgers, possession of large quantities, text messages, etc.
