Here is what I think happened and I have known of several individuals who work in customs in that department, postal system as well as know of several people who had things seized...
This whole dramatic story from Jano is just some bullshit story to make him look good and powerful... or so he thought!
Based on the tracking, Jano is a liar. He falsified testing as he never got the package in the first place and tried to sound like a hero that he fought customs for it. That's pure bullshit. In my experience with Canadian, European and even US customs is this...
When package if first held up, it's due to lack of information on forms. They don't open the package. They check the paperwork and try to contact the sender for more info which in this case was for value of the goods being imported to determine duty owed. They typically store it in a distribution center or holding area till figured out. That's even before it arrives in the destination country. If they can't contact sender then they ask the addressee. It could have also been an issue of incomplete address of the receiver which needed clarification. IF they open the box which needed to raise suspicion first, which that wasn't the case, by law, customs MUST put a red label and tape it back up that states "opened by customs". OR get a letter sent out about seizure asking for more info which obviously you don't reply or contact them/turn yourself in. They also store the package and not trash it. Mands didn't say anything about his package looking odd when he got it back. And finally, there was probably duty to be paid and Jano wasn't willing to pay or pick up for whatever reason. So it was sent back untouched. If it was unclaimed or rejected and no sender info then it goes to a center (post office) where they index and store it hoping someone will claim. I believe that they keep it there for a year or more. And obviously package is tagged in the system as undeliverable but unopened.
So in conclusion, Jano = dirty bullshit liar!
