And yes shipping to countries where it is considered a class 3 felony is illegal.

Highly unlikely that the feds would waste there time prosecuting his case unless he was making alot and selling alot. And, even if they did, he would end up going to a camp or low security which consist of alot of snitches so he would definitely fit in.
