The meat and potatoes of my request is pertaining to the reship policy, specifically about the first pack after a reship has already happened. I remember the policy being that the customer gets both packs in that instance. Clarification on that is all I want. I have no specific problems, just an inquiry

I haven't ordered anything scheduled with an int source, directly, in quite some time. I have to assume by how your post reads that Panda isn't requiring customers to wait until they can produce a love letter? Think I remember that sources were accepting that guys weren't receiving letters from US Customs in every seizure event? Also, "hold ups" weren't happening only with US Customs? Were there instances where pkg's were lost before getting to a Point of Entry in the USA?
Used to be that Int sources wouldn't reship until a seizure letter was produced by their customer. Things are weird these days. Seems that there are more hands touching pkg's as well? Shipping companies in China is like an extra step. I would order from India/Pakistan and the source handled the packing and shipping.
I think its very decent if Panda and other sources are working with customers when it comes to reships so that guys aren't waiting crazy amounts of time for a seizure letter that in some cases never arrives.
You're asking what is Pandas policy....or maybe more what do they expect to happen...and what customers should agree to if a source agrees to reship ahead of a Love Letter? I would hope that guys would, within a reasonable amount of time after eventually receiving an order that was thought to be lost, pay the full original amount owed.
If it catches a guy off guard or it was a large order and maybe they just paid for the reship a quick courtesy email to Panda(or whatever source it is) explaining the situation and a reasonable time frame in which they will have the original order paid for.
I would hope our guys wouldn't try and get one over on a source who was decent enough to reship a late order. Its scamming if a member kept it without paying for it.

I'm not really a law guy but it looks to me like the Chinese government is worried about stimulants and giving hormones to minors or lower mental capacity peoples. Where does the general public fit in? Or, is this just a way to "justify" price gouging? Personally I'm a firm believer in free market. If you don't like the price or item DONT BUY IT.
