First off no. It can be made, sure, I could do so, but it would hurt so fucking bad from the hormone you’d be crippled for days. Even at 250mg/mL without EO it is bad. 200mg in standard solvent is by far the best way to go. If you’d like a high mg DHT masteron is a far better choice.

Maybe the solvents in it give you systemic inflammation and you don't know it .
I think he is trying to avoid that also besides pip

This completely depends on your individual tolerance for compounds and various solvents. By using polysorbate 80 you can push concentrations extremely high without necessarily crippling the user, but that's far into the realm of 'whatever it takes'.
