While I understand your point, I can't agree with you.
A source that sells bunk gear, underdosed gear or intentionally any gear that is not what the customer ordered, is definitely not a good source.
Unless the source aknowledges the issues and try to work it out with the customer I believe that the seller/source should be hold responsible for selling bad quality gear. After all, I'm buying from the source and not the manufacturer.
In my opinion, a good source has good quality control over their products along a consistent delivery of well dosed gear.
