How will they know the exact value of the goods? Who declares the amount?

The sender/shop/seller must declare the value... every EU citizen that has a package stopped will be requested an invoice for the package (can't claim you don't know who sent it or what is in it if you want it delivered....). Or the shop registers for the One Stop Shop and you pay VAT to the seller in advance already and the package arrives cleared... the seller assumes the risk there.

I'm guessing this is going to be a problem unless sources change their ways.

Already resolved by prepaying VAT, many of us EU vendors discussed this with our sources in advance of the law coming into effect to figure it out asap.

Probably they declare a low value but the problem is the proof of payment of what you had bought from China(product and price)

^ This. To others here: there are NO exemptions anymore, low value does not exist. Everything is taxed with VAT, so you need either an invoice and to acknowledge the shipment OR the sender must prepay VAT (safest for buyers and sellers in China or anywhere similar).

Every source I've done business with since the 1st has just started doing this successfully - apart from a very slight increase in shipping costs you wouldn't even be able to tell anything changed, which is the best possible outcome!
