It's not hard to hide raws in usual goods. Chances to open and rip the teddy bear apart are small. It will not change anything. They will see a radio or a toy and look on declaration and see that is a radio or a toy that is pay the tax for and let it pass. They don't look for steroids either way. Or find a gay lube oil and on declaration is a lube do you think it will send that for testing? Be serious.
Millions of parcels enter us each day chances to open the container with raws are low,chances to destroy a toy to look inside are even lower.

I don't think you understand. If some toy company gets caught with contraband in their goods, no shipping company will ever transport their goods to the US again. They'll be blacklisted by the shippers. They'll lose access to the US market.
Maybe that's worth the risk for hundreds of thousands of dollars worth of fentanyl in a few kilo bricks, but what company will risk their existence to smuggle a $500/kg steroid raws?
The reason heroin or cocaine costs far more than steroids is because of the relative risk and difficulty of smuggling it in. If I have a "foolproof" method of smuggling why waste it on low value steroids?
Again, the point is you're not getting a $50 kit of oils shipped this way any more, not that "steroids will be unavailable". That's never been the argument.
Why do you think there are countries that suppliers here will not ship to? It's not an impossible task to make things hard enough it's not worth the effort at the low prices enjoyed today.
